Unemployed file I-30 and I-864?
yes, you can file an I-130, and if she's here in the US legally and you want her to adjust status to get a green card without leaving, you'll also need to file an I-485 adjustment of status form as well, along with an I-765 work authorization form. If she's here working legally, then you can count her US income on your I-864 as well, by having her file an I-864a as a household member. your parents certainly could file as joint sponsors, if necessary by having one file an I-864 or if that income is insufficient, having the other parent file an I-864a as well as a household member. and there's no reason that one route or the other won't work, so it's pretty much 100%. unless both those things fail, you don't need any other options.
