Can 1000000 old turkish lira be used now?

By the looks of the website below, yes it can be exchanged, but nowadays, 1,000,000 old lira is the equivalent to 1 new lira (which would get you around 53 Pakistan Rupees). If there is a Turkish bank near you, that is where you can exchange it, but the amount is so tiny, it wouldn't be worth it. I would just save it as a souvenir.
