How can i sing high notes "Full Out" ?

Well i'm a singer thats only 15 years old and i'm going to be in the highest choir next year ! I'm a tenor but the only thing is i can't sing high notes "full out" like my choir teacher says i will have to be able to do in order to be in the highest choir ! So can ANYONE PLEASE HELP ME !?!!
