Why are Iraqis not as white as the people of neighboring Jordan, turkey and Syria?

there are few Iraqis who look white but you cant call them pure white unlike Jordanians, Turkish or Lebanese why is it so, becouse i thought normally as you go westwards the skin becomes lighter
