How to deal with my overcontrolling mother?

My mother punished me after I accidentally used all my cell money by not allowing me to have a party for my 18th birthday. And for my 18th birthday I wanted to invite alot of people over, but my mom said I can only invite three people. I wasnt about to serve alchol at my party and since its summer wed prob be in my pool all day. What should I do about my mother? I want to have a party before my friends go off to college
